Because if they were, why didn't the Doctor try to save them, or try to get info about their previous occupants etc

Well two actually. Firstly Idris says something along the lines of "700 years and you still open the doors the wrong way" (extreme paraphrasing), which sort of implied that the TARDIS was a police box when he stole it, which doesn't tie in with what we know from the Totters Lane stuff. Also, after rewatching The Empty Child the other day it hit me that it's the telephone cover that opens outwards (which the sign was alluding to), not the actual doors of the TARDIS, so that is an error too |
