OK, I know the Doctor doesn't like soldiers, but he's previously taken a con-man and someone who's tried to murder him along in the TARDIS, not to mention someone who'd stick a janus thorn into people as soon as look at them, and those all turned out OK.  He'd seen Journey show that she could think outside being a soldier, and she might have greatly benefitted from travelling with him.

I think this Doctor is a lot more stubborn with his prejudices than his previous incarnations. Leela was a warrior from a culture where she had little other choice; Turlough was... well, the Fifth Doctor was nothing if not a bleeding heart; and Jack was someone he owed a favour who Rose liked, and I think that's what ultimately led the Doctor to bring him along.

That being said, I think Journey could have been a cool companion. She certainly hates Daleks almost as much as the Doctor does, so they'd have had that in common for sure.
