She's a police officer, she was recruited into Torchwood.  Maybe she was written inconsistenty early on in the show, but it's not her fault!  She was selected by the team to lead them while Jack was gone, as portrayed in the novel Consequences, and her story continues on into the new series.  The only "ship" I thought of while watching the show for the first time was Gwen and Rhys, since they were set up as being a couple from the first episode, though there are alternate routes that can be and have been explored for her.  There are many possibilities for her in fanfiction and in the TV series, and I'll keep watching for her.

I'm a long-time Doctor Who fan, having started to watch way back in 1997... yeah, it wasn't that long ago, but I was just 11 years old then!  Now 24 year old fan of the classic and new series and spin-offs, who somehow got into writing Torchwood RP and encountering all types of fans through the Internet.  Since there aren't many people I know who are into Doctor Who, even here close to the Silicon Valley, the Internet is the place to find news and information about the show, and Twitter the place where I've met the most fans who share my interests.  My favorite characters include Gwen Cooper, Amy Pond, Sarah Jane Smith, the ladies who work with the Doctor and even take initiative for themselves.  I quite enjoyed Ten, even Eleven but the first Doctor I watched was Four.

I'd say it is, especially since the big CoE events had divided the fans even more than they were previously, even at the expense of the other characters.  I hadn't thought much about him before CoE, just as one of the team members, and suddenly he became the most important character, based on the fan reaction after it was shown.  I spent the most time identifying with Gwen for my writing, but I never put down the characters that others liked the most.  I do tend to like all the main characters that are put on Doctor Who and the spin-off shows, but I missed Owen and Tosh the most.

There is always room for character development but personally I really liked John from the first and was surprised that he didn't appear more in the series.  I know I've watched the episodes with him in them the most and have shown them to people who hadn't seen Torchwood before as an example of what I like about the show.  And the RP and fanfic of him is what I enjoyed reading the most, since it exhibits the action and relationship aspect of the show rather than the dark territory series 3 became.  Overall, I'd say more John and Gwen as well as Jack is what I'd look for in new Torchwood stories.
