Though in real life they would be more likely to have 'access centre' computers near places that are high risk, especially with things like reactors, because they would often control that particular sector. Though that only really backs up the theory that they can only use the computers in their designated areas, so still wouldnt explain my first point about why they can't use computers everywhere else, so my point it pointless
