Okay, this is a long shot and people may not like it, but how about Julian McMahon? http://www.imdb.com/name/nm0573037/
I know we've only seen him mostly in a dark role, Cole Turner, Dr. Doom, Christian Troy, but He could play an awesome Doctor.
I know he's not English, but if he can pull off the American accent why not the English one?

I dont think I would like him as the Doctor. He is a good actor, great at times. But I just don't think he would be very good as the Doctor. As the Master though!! I think he would rock that and I think I would prefer him to Simm

What about someone like Tony Head? I know he has been in the show, but I think he could make such a great Doctor.

Didnt Tom Baker suggest Eddie Izzard once? Or was that a joke that I didnt get?

I was just thinking - with Robert Carlyle becoming free after the demise of SGU - whether he would now consider taking the role?

I wouldn't really want Robert Carlyle, he has been talked about, but I am not a fan enough that I think he would be a good Doctor...

As for Benny... NO, IMHO the only character I would want Benny playing is The Master Wink Though one of my friends suggested he played Arthur Conan Doyle... BUT NO BENNY AS DOCTOR! Tongue
