Here are the UK ratings for this story.
Officials Doctor Who - 9.08
Weekly Chart Placing Doctor Who - 15th
Audience Appreciation Doctor Who - 75
While the viewing figure was strong, the BBC were apparantly expecting between 12-14m for it and so considered it weak

Considering how low the ratings were when the show went off air, I can't see why the BBC were hoping to bring in 12-14 million viewers. The fact it got what it did was nothing short of a miracle considering how many people had stopped watching it by the time the original series ended

That was my thought too. It seems a bit over eager to be hoping for those figures. I wonder if they were expecting that when Rose went to air

It does seem like they were perhaps overreaching slightly, though it may be that they needed a reason to say it wasn't worth going ahead with. Its easier to say that the viewing figures missed expectations than to say 'this is actually pretty ****'

I think Roranicus is probably right. It does seem, even for the time, a bit of an unrealistic number to reach for and perhaps that indeed was their excuse for cutting their ties with it. I don't remember it being particularly heavily promoted so outside of fandom I don't think it would have been particularly event TV
