Yea he definately gives them the house. They make a point of saying '...and the car?' which would imply they get both.

Now we just need to determine if it actually is the same house as from TIA

See the links I posted to pictures a couple of posts up - it looks like a different house.  Unless he had it painted and the houses across the way painted as well!
