In the alternate universe?
The Doctor says so and so we all take it as fact, but no reason is given as to why, and the Doctor never mentions how he even knows. In terms of the story I suppose it makes sense to not have two of them running around, but logically it doesn't really make sense to me. One of the NA books hints that in the alternate reality he was the one running the regime, but of course the books aren't counted as canon alongside the show.

Yes, I've heard that idea, although I haven't actually read the book in question. I suspect he actually just means that he doesn't exist in the same role, the way everyone else does (which is really as improbable as the Star Trek mirror universe). The simple answer to that, of course, is that the Doctor wouldn't hang around cooperating with a fascist state, and they probably wouldn't want his help. Maybe, in this reality, he was taken and dissected when he stumbled out of the TARDIS.

I like Nyki's idea. I think it probably goes farther back though. With the world in the state it was the Doctor probably spent less time there anyway and I would assume not be so fond of it, so if his history remained the same up until his calling back to Gallifrey then he may have ended up being exhiled somewhere else. After all, they only sent him to Earth because he liked it so much.

That makes sense. I think it's probably the most likely cause. And by that token, with the Doctor not spending so much time around Earth, by this point he may still have been the 'first' Doctor or something or without the forced regen he may have been on Earth still but with a different face, something like that. I think there are plenty of ways to get around it.

It's not something I'd even really thought about to be honest, but I suppose it makes sense that Earth would be a place that he wouldn't come to often in that reality.

They don't really go into much detail but I would have assumed that if the Doctor says he doesn't exist, then for whatever reason he just doesn't exist. It's not that he is elsewhere or looks different, but just doesn't exist. Perhaps he has some knowledge about parallel versions of himself or something and that is how he knows? Maybe I need to look deeper into these things but I just took what was said on screen, even if it doesn't always make the most sense, for what was said.
