It's an idea that's implied in a number of later stories, that Time Lords can always recognise each other regardless of the form they take, but here, as in The Time Meddler, it's left a bit ambiguous. The scene where the Doctor and the War Chief see each other for the first time seems to leave it in no doubt that there's instant recognition on both sides, but when they're talking together later, the War Chief seems to imply that he's simply recognised the Doctor as a TimeLord because of having a TARDIS and being so good at using the SIDRATs. Discuss

I like to think that there was recognition there. I'm not sure if they 'knew' each other, but I think they definately knew the other was a Time Lord.

It didn't strike me that they recognised or knew each other, either personally or as Time Lords. I could be wrong but especially because of the later explanation from the War Chief I don't think they knew. It doesn't fit particularly with todays canon, but that's changed a lot in the 40 odd years since this aired so it's not surprising. I suppose it can be read either way though.

Well, there doesn't seem any other reason why both would have gone into instant panic-mode the moment their eyes met. But, as you say, the later explanation seems to contradict that.

The more I think of it, the more I think they knew they were of the same race. As Ror said, it can probably be read either way, and the script within the story does sort of contradict itself, but their earlier reactions would definately make it seem that there was recognition. That said though, I still think it was a race thing rather than a personal thing. I don't think they knew each other.

In one episode The War Chief talks of the Doctor having changed his appearance. This suggests strongly that he at least knew of the Doctor as William Hartnell
