Ok, so I admit I zoned out a little during episode 4 because I was trying to watch and do work, so I may have missed the obvious or it may not have been covered, but who was the little girl and what exactly was her point? Was she actually real or just created by the Daleks? Or was it something else entirely?

She was just an ordinary girl who the Daleks kidnapped and harnessed to their battle computer to give them the imaginative edge (though her origins were left sketchy - i assumed that she was a student at Cole Hill School).

It's vaguely connected to Destiny of the Daleks, where they realise the limitations of logic and that they need illogical creativity to give them an advantage.  It's essentially the same as what the Krillitane did with the schoolkids in School Reunion.

According to spin off books she was just a normal school girl who was chosen at random and then returned to normal afterwards, but later ended up in an insane asylum

Hardly surprising.  Quite apart from anything else, she's killed at least two people, and she might actually remember that.

She is really creepy and effective but it makes you wonder why Gilmore is so shocked when she leaves the chair. It's the exact size for a schoolgirl and, even he didn't put two and two together, hasn't he over thought of looking to see who it is?

And, for that matter, what does she leave so often, to observe people? And, for that matter, why is she even there, considering the Dalek Sec is always giving the orders and the Daleks' only emotion is hate? Why would they install a girl who goes against everything they've ever stood for?

And, considering she knows the Doctor's identity, why doesn't she blast him with lightning from her fingers and be done with it. He doesn't suspect her and she observes him several times? Ah, plot holes!
