I've mentioned my theory about Goth somewhere else on the site, but I thought I should restate it here. Goth was played by Bernard Horsfall, who also played the unnamed Time Lord who presided over the Doctor's trial in The War Games. My theory is that actually was Goth. He's clearly a very senior Time Lord, and could quite well be either the Chancellor or someone on his way to becoming Chancellor.
This, I think, could partly explain Goth's motives, besides the vague "I wanted power." The sentence he passed on the Doctor was set aside after a relatively short time, and someone like Goth would quite likely see that as a personal affront to him. It certainly wouldn't have been enough on its own, but it could have left him with a simmering resentment again the Time Lords in general and the Doctor in particular, which the Master was able to exploit.

On one of the DVD extras they make a point of pointing out that it was the same actor in both roles. They don't explicitly say that they are one and the same, but it definately felt sort of implied. I like to think they are though. It would be an awesome bit of continuity, that's for sure.

I'd like to think that it is the same character, I suppose for continuitys sake more than anything else. I know some of the spin off books have him as the same character. One of them even has Goth as Gulliver (the actor played that role too) in The Mind Robber, sent by the CIA to spy on the Second Doctor and pretend to be one of the fictional characters.

^^I know the books and audios aren't taken into canon, but that's a sort of cool idea. It didn't even register with me that it was the same actor.
As for whether he is the same as the guy from The War Games, I think so.

I didn't know about the Gulliver connection, and I'm usually pretty up to speed with the spin off media. I'll have to do some digging and see if I can find a name and a copy of it. I'd love to read it.
