With the exception of the voice on the computer, I don't think this story has a single woman in it. We know there are Time Ladies and female Gallifreyans, so where were they all? Seems odd to me to not even have some as extras.

You know, I can't say I even noticed. I think some of the characters could have easily been played as women, but I don't think the story felt like it lacked females. Perhaps for the time it made more sense to have a large male cast, especially given the 'high council' setting. It seems like something that would be more male dominated.

The Time Lords have always felt like a very male dominant race to me, so it didn't really feel unusual for there to be a lack of women in the story, and it certainly didn't suffer for it.

I think at the time it would just have been taken as "that's the way it is".  The issue does get shown up more when you get to there being high-ranking Time Ladies in the 5th and 6th Doctor stories.

Part of me feels like the lack of females in this is really obvious, but I think it may be down to the lack of companion more than anything else. Until this point, the Fourth Doctor had always had a woman with him and I think because of that I noticed the absence more. From a story perspective though I think it works.

I think that the lack of women was obvious and sort of my only gripe with the story. It just felt a bit too male heavy.

I didn't mind it. I don't think it would have worked in many stories, but it really fit this one. It made sense that it was so male oriented.

I think TC and Nyki are right. At the time it probably wouldn't have stood out at all to see a high council with male only members. I don't think the story suffered as a result but I don't think it would go down as easily these days.
