I also love this one because it feels like it ties in so well to Time Of Angels. I imagine he has been 'keeping score' ever since Tongue

The Doctor: You have objects of historical interest on Earth, so why not a museum in space? I always thought I'd find one someday.

I don't know - Moff likes those sort of references, so I wouldn't put it past him.
