Although I've never heard this acknowledged, the story's quite clearly inspired by H.G. Wells's The Time Machine - though actually closer to the 1960 film version than the book.  In the book, the Eloi aren't just a passive race but mere cattle, and there are Eloi and Morlocks all over the world.  In the film, though, it only seems to be one place where the beautiful, passive Eloi live on the surface and the vicious, technological Morlocks live underground, as the result of a long-ago war, and the Time Traveller rouses the Eloi to attack, using almost the same strategy as Ian does here.

Of course, the things that really matter - the characters, and the concept of the Daleks - came from Terry Nation.

This story was written as a replacement for The Hidden Planet, a story about Earths twin planet which was inhabited by women, that was scrapped before filming began.

One of the Daleks was going to be made of glass but they didn't have the budget to make it look realistic

The original idea was that the Dalek operators were going to be stage-hands, as they wouldn't be seen, but it was found that the Daleks' behaviour was unconvincing till they put actors inside.
