Keeping hold of his crown for the third year is The Master, a renegade Time Lord who had grown up on Gallifrey and opposed the Doctor many times. He threatened the existence of the universe itself on several occasions. His diabolical madness was (in some part) the result of a never-ending drumming sound inside his head that was a link retroactively installed by the Time Lords on the last day of the Time War to further their own goals. I knew that the Master would get it, and I sort of see why, though I think with him, for me, it comes down to the incarnation rather than the character.
Davros should have beaten Kovarian!

I agree, Davos is a much better villain. Although, Kovarian is a very unpleasant woman

I find the Master a bit overrated at times, but at times he can be excellent. He really is one of those characters where the writing and the actor have to match up perfectly or it just doesn't work. RTD's Master is a perfect example of this with Jacobi and Simm. Jacobi was astounding in just one episode, Simm, not so much.

Delgado as the Master is just pure brilliance, but I have liked each next incarnation less than the one before. I wonder though if the Master is just an easy choice. Doctor Who is good at groups of baddies; Daleks, Cybermen, Angels, Ice Warriors etc, but strong singular villains are few and far between, I find.

I wouldn't necessarily agree with this. I think the show has produced some really strong, stand-alone villians, but the frequency with which the Master appeared gives him an edge over the rest because it means he is more likely to stick in the minds of the viewers.
