I wouldn't have put the Master in the list, but I'm really pleased to see River take it again. The Brig is another excellent choice.

I can't imagine anyone other than River and the Brig taking the top spots. Other than villains, Doctor Who isn't exactly filled with strong recurring characters which is a shame, but does make sense. With the exception of the Brig, Benton and Yates there were very few in the classics (actually, now I think of it I can't think of any other recurring good guys) and the ones we have seen in the new series have been annoying or minor roles.
