The Conscience itself is a pretty dodgy idea morally, and it's surprising that the Doctor only brings that up in passing at the very end of the story.  Up till then, the only problem seems to be the danger of Yartek getting hold of it, but the whole idea of taking away people's capacity to choose "evil" (however precisely you define that) is a chilling one.  It doesn't seem all that different from the mind-control exerted by the brains of Morphoton.

It's interesting, really, that it's not addressed earlier on. Regardless of it's intentions, it is still there to take away people's free will and yet the Voord, arguably the only ones in the story fighting for it, are the ones seen as bad guys.

Also, the bad/evil settings don't mean anything, really. If Yartek is going to control everyone, then it doesn't matter if everyone is evil or everyone is good, he will still have control. Or maybe I'm misunderstanding the intentions.

The whole premise of it sort of seems a bit wasted. There was definitely something good in there to be done with it, I just think the idea wasn't thought through particularly well.

I think that is something that happens a lot in the earlier stories. There were often amazing characters or plot threads that were left to go stale in substandard stories because they weren't properly realised. The Conscience could have been developed and expanded on more, but just wasn't.

I agree that it should have been explored more. It was this huge thing that affected everyone and yet there was so little said or discussed about it that the possible huge implications of it left a sizeable hole in the plot.
