I generally don't like oversimplifying things but I have to say, in this case, it is the best. Everything coalesces to produce a wonderful story that I can re-watch again and again. Has there ever been a more "quintessential" performance of the Doctor than Baker gives in this story? It is just wonderful.

It's not my personal favourite but I've got no issues with it being named the best story ever. It's such a good one and the majority would seem to think so. There's even a sticker on the DVD to say it is.
