Nero

Nero Claudius Caesar Augustus Germanicus (37-68 AD) was Emperor of Rome from 54 to 68.  Although he's gone down in history of a fat, vicious, insane buffoon, many historians now think this is an exaggerated picture of him.  Nevertheless, he did plenty to make himself unpopular, and the legions revolted against him in 68. Nero committed suicide to avoid the dishonour of execution.

Nero may or may not have started the fire that destroyed much of Rome in 64 AD, though this too may be propaganda spread after his overthrow.  Nevertheless, rumours have surfaced in recent decades that he was actually given the idea to start the fire by a visiting lyre-player called Maximus Pettulian, who then mysteriously vanished.
