Draconians

The Draconians are an advanced reptilian humanoid race who inhabit the planet Draconia, in our galaxy.  They have a rather rigid social structure, with an emperor at their head, but the Doctor considers them to be an enlightened and civilised people, if you know how to approach them.  By the 26th century, Earth and Draconia have become the two dominant powers in the galaxy and have fought a war, started by a misunderstanding.  Another war appears to be averted at the last moment by the Doctor's intervention.  Humans sometimes refer to Draconians as Dragons, but this is considered an insulting term.
