Celestial Toymaker

The Celestial Toymaker is an immortal being whose power is immense - his species and origins are unknown.  He creates a world for himself to live in, outside time and space, where he lures travellers and forces them to play games against the dolls he animates for the purpose.  For more sophisticated opponents, such as the Doctor, he has complex games like the Trilogic Game.  Those who lose are converted into dolls themselves, but if the Toymaker wins, his world is destroyed.  In a sense, this too is a win for him, since he survives and can create a new world, whereas his opponents are destroyed in the wreck - unless they're extremely clever.
