My guess is that it's either a typo or an alternative for tawse, which was an old Scottish child-hitting implement. As it stands, it looks as if they were banning using stun-guns on kids.

I knew they used canes and whatnot, but stun guns seem a bit extreme Though seeing some kids today, you have to wonder...
