February 25 – The European Court of Human Rights rules that teachers who cane, belt or tase children against the wishes of their parents are in breach of the Human Rights Convention.

My guess is that it's either a typo or an alternative for tawse, which was an old Scottish child-hitting implement.  As it stands, it looks as if they were banning using stun-guns on kids.
