Generally used better in SJA, I think this was a great story to feature them in the main show and I would more than happily have them featured again.
The Trickster would have been a good Timelord, I think.

I read once that he was meant to be, sort of a rogue or something, and that's why he didn't fight and die in the Time War, but I don't know if that was something from a book or something or just some sort of production note.

The Trickster has always seemed to me to have more in common with the Guardians, or maybe the Toymaker, than with the Time Lords.

I thought the Toymaker was a Timelord There's no suggestion of that in The Celestial Toymaker - the Doctor doesn't recognise him as being "from the same place" as he does with the Monk. I believe I've heard, though I haven't actually read it, one of the novels specifies that the Toymaker is some sort of super-powerful entity that possesses the body of a Time Lord, which would make him sort of one and sort of not. But the novels aren't indubitably canon, of course.

According to the spinoffs he is one of the Guardians of Time, like the Black and White one, he was the Crystal Guardian. That's only in the books though. When they were going to bring him back to the show in the 80s the plan was to have him revealed as a Timelord, however it was never written so isn't technically canon.
