Maybe it was because they only released two sets of four characters each so far and they wanted to include more women characters. I did read on a forum that someone saw a prototype of the Owen action figure but they haven't announced another wave of figures.  But there is a facebook group http://www.facebook.com/group.php?gid=133147413388620 requesting this figure and everything!
