Tom Price who Played PC Andy in the first 3 series of Torchwood Tweeted this today to Kai Owen who plays Rhys, while talking about series 4 of Torchwood:
"I look forward to seeing that costume. Jeans and a t-shirt, yeah? Sorting out a US visa. Now...why would I be doing that?"
It could be him trying to hint at a return, or just trying to get a rise out of the fans, but I thought I would throw it out there. Would you be happy to see him return? Id be happy to not have him back if I am honest.

I don't mind him in little doses. He was ok in Day 5 when he went al vigilante. I can't see him being in much if he is in it at all

I would say its pretty much confirmed now. He has also tweeted this this evening:

Well I'd rather have him in the show; as I said before, the people I interact most with on Twitter are fans of PC Andy so I saw this news right away this morning. I think he would bring a lot to the show, though Tom Price said in an interview with Torchwood magazine that he thought Andy might stay outside of the main Torchwood team so he would provide a different perspective. But it's still unknown what characters will actually be in it the most, so that's just speculation.

I'd rather have him in the show too.
Any connections to the previous seasons, I'll take. Im getting more and more nervous that this is gonna feel like a reboot.

I watch the episodes from seasons 1-2 more often than CoE and read/write stories that aren't in CoE era too. There were plenty of dark stories at the beginning of Torchwood as well, but they still had a basis in Cardiff and the team was there all along. There's some other scenarios where Andy could take a more active role (I've collaborated with some great roleplayers who developed his character in interesting ways beyond what was on the show), and there's also some of the audio plays and novels from the BBC where he takes center stage. Or he might be on the sidelines while Jack and Gwen travel the world, since they are the ones in all the promotional images.

I don't like the character very much but I like that he is still in the show. Some characters are meant to be a bit annoying and not so likeable and I just think Andy is one of those
