The Kaleds were traitors to their own race; they were weak. The Council of Twelve were particularly foolish as they did not have the stomach to do what was necessary to ensure the Kaled's future, however bleak that future may have been. And the Thals were an inferior species. They all deserved to die. But the Dalek is the ultimate being. It's primary function is to survive, and that means exterminating all threats to their existence. The Daleks will become the rulers of the universe, they will become all powerful.

So you see, Mr. Smith, not terrible. It is merely survival of the fittest.
