Not sure if Moff saw him as a project.  I know Smith has said he wasn't his Doctor to develop but for those who liked Smith's portrayal, most say that he nailed it from the start whereas not even Eccleston and Tennant did from the first few episodes.  I think Smith has definitely shown the 'old man in a young man's body' very well, where I'm not sure you got that so much from Eccleston or Tennant.  With the latter, it felt like a 38 year old speaking.

I think most of the actors who have portrayed the Doctor have grown into the role and Smith will be no different. Smiley

I rather disagree. While CE didn't do the old man well, I thought DT nailed it perfectly with his eyes to the point of being creepy. That's actually what drew me towards watching the show.
