I think Matt has done well, with some awful writing at times, Moffatt doesn't seem to rewrite episodes in the way RTD did to make sure they fit in with character development, hell he doesnt seem to care about character development at all.  Interestingly I loved Peter growing up but on rewatch I find him wooden and awful after Tom's total ownership of the role.
