I've gone for Rani, the Rutans and the Toymaker.
The Rani is just begging to be brought back. The things they could do with her now would be brilliant. They'd have to keep the shoulder pads though
The Rutans definitely need a second outing. We haven't had a strong Sontaran story in a while and though I think Strax is awesome, every time they wheel him out it sort of lessons the impact of the species overall and takes away there threat by making them seem funny and cuddly.
The Toymaker should return because I think in the right hands they could come up with a really dark twisted story that would really frighten the kids. He's really menacing and there is a lot they can do with a character that makes toys and fun and games try to kill you. He'd by my top choice of the three.
